It is not a fertilizer problem, it is a soil-depth and compaction problem. Almost certainly thin loam over compacted subgrade. Builders install the minimum soil depth, and it coasts for two seasons before shallow roots run out of water in a dry August. Aeration and compost topdressing over three or four seasons is the fix — fertilizer alone will not do it.
